Pinaka is a multibarrel rocket launch (MBRL) system used by the Indian Army. It was developed by the Defence Research and Development Organisation (DRDO). Pinaka integrates state-of-the-art technologies for delivering superior combat performance.
Pinaka was designed to replace the BM-21 Grad multiple rocket launcher systems of the Indian Army. It is a multifaceted system integrating high energy propulsion, sub-munition warheads, servo-controlled launcher configuration and fire control computer.
The Pinaka system is based on the 8x8 vehicle. Each battery is composed of six launcher vehicles, six loader-cum replenishment vehicles and two command post vehicles. Each launcher vehicle carries two pods, housing a total of 12 rockets.
Each Pinaka rocket is capable of carrying a 100kg payload for a range of 40km. A single Pinaka battery can neutralise a surface area of 700m x 500m. The system can engage targets with a circular error probability (CEP) of one to two percent of range.

Missiles with such extreme ranges are usually based in underground silos as they are massive (Like the SS-18, Peacemaker, Minuteman), so it makes sense to design and deploy these missiles only when there are significant threats that reside at such long ranges. India does not have any major threats beyond China that would need an ICBM with such extreme ranges. India's current arsenal of Ballistic missiles serve the purpose of providing deterrence just fine. The publicly stated ranges of India's Agni series of missiles are highly conservative. For example, Agni-III was initially stated as having a length of 17 m, diameter of 2 m and a launch weight of 42 tonnes, including a 2.5 tonne warhead and an operational range of 3500 kms. Then after a few iterations of refinement, the launch weight was brought down to 22 tonnes by using composite rocket motor casings instead of maraging steel casings. The redesign left the dimensions unchanged including a 2.5 tonne warhead but the range was also conveniently left unchanged. Anyone with an inkling of basic physics knowledge can come to the conclusion that with such a drastic reduction of weight, the range will go up proportionately. A similar story is being spun for Agni V. There was an article in the Chinese media which pointed out the fact the the range of Agni V is probably heavily understated and that is probably quite true.
So yes, all the possible threats can be taken care with the existing arsenal of ballistic missiles. What is needed is a further refinement of the existing tech (K family of missiles are the perfect examples), addition of force multiplying features like MIRVs and canisterization.
