This is about a few things. The former "Federation of Planets" was selling "time shares", so to speak, for many different races of beings to come here and take or do whatever they wanted according to their "permit".
One of the top four member races in this now disbanded Federation are called the Enaugk or something like that, hard to spell in our languages here.
