MOST powerbanks these days come with some sort of intelligent chip that saves power by turning the powerbank off when not in use, however, these circuits use current draw thresholds to determine whether something is plugged in, this can lead to devices with minute power draw like most electronic chips based on the arduino among other things not getting recognised as being plugged in, meaning no power delivery to the out ports, fix is explained in the video , comment for more,

This stuff is called armstrong's mixture and it's pretty strong as evident from the video, you can see my hands shivering as i mix this as this stuff is friction sensitive !
