As you explore Victory Road, you’ll explore numerous caves and slide down outside to get to certain required spots. While you’re nearing the Pokémon League, use Strength in one of the caves and you’ll find an opening to a secret hideout where Terrakion awaits. Save your game before you interact. Terrakion is on Level 42. Its signature move is Sacred Sword, a Fighting type move that deals damage regardless of the target’s stat changes. Dusk Balls would be recommended since you’re in a cave. Furthermore, don’t attack Terrakion with any Dark type move or else its Attack stat will raise with the Justified ability.
