Frank has said that we know how we ought to be treated by our reaction when we are wrong. If someone owes us for a debt, say, they smashed up our car, we can forgive them for the property damage, but who is going to pay off the car loan? They did the damage, they should pay! That would be financial justice. God demands justice for our wrongs against Him as well. It required blood. Why? Franks answers that question here.
