Beginning on page 143, Title 22 states that during a public health emergency the State can create departments for maintaining "public health safety". Any person that is suspected of being a public health threat can be subject to the following. Detection, Tracing, Apprehension, Imprisonment and of course forced medial treatment. A panel of 3 doctors will be appointed by the department. The three doctors will determine if you received the State treatment or not. A public health threat can be imprisoned up to 72 hours without reason.
This document even talks about forcing citizens out of their homes and into designated facilities. These facilities can include private homes, businesses and institutions. Just like in Revolutionary times our Government is giving the department the authority to take your home. The statute goes on to say the facility, home or institution needs to be able to confine public health threats. Prison.
