On Tuesday, residents of Baltimore began cleaning up the wreckage from riots that erupted following the funeral of a 25-year-old black man who died after suffering a spinal injury while in police custody. City officials and the mayor seem to have been caught off guard by the rioting, which is shocking, given Baltimore’s long history of failed development and urban renewal. Erin weighs in.
